Voter Contact Services provides computer generated reports and service to political campaigns and organizations. VCS specializes in processing computer files of registered voters to prepare these items. Our principal products include mailing labels, computer diskettes and tapes, walking lists, polling samples, phone lists, voter file matching and statistical reports.

VCS was founded in Honolulu by Bill Daly in 1972. Bill holds a BS and MS from MIT in Electrical Engineering. He previously held the positions of Manager of Advanced Systems Development for Honeywell EDP and Senior Vice-President of Telecheck International, Inc. Bill was joined in the business in 1974 by Dennis Dill. Dennis holds a BS in mathematics from Purdue and a MS in Economics from the University of Hawaii. Bill is currently Chairman of the Board and CEO and Dennis is Vice President, Technical Affairs.

VCS expanded to building files of mainland voters in 1976 and has steadily increased national coverage. They now have a file of 160 million registered voters in 46 states and the District of Columbia. VCS uses their own proprietary software to enhance these files through the addition of phone numbers, postal ZIP+4 and carrier route coding, gender coding, probable ethnic coding and EMail addresses.

VCS markets nationally through a system of over 100 Representatives across the country. These Representatives are generally involved in one way or another in the local political process. They actually purchase product from VCS and then resell to local customers, and may acquire the local files necessary to build the VCS database.

In 1990 VCS began doing the bulk of their main frame processing in Santa Clara, California and in 1991 VCS opened a full operations office in Santa Clara. In 2001 VCS moved its computer systems to the premiss of its Internet provider, VIA.NET, in Palo Alto.

Glenda and Gordon Hughes joined VCS in 1991, Glenda as Vice-President of Operations and Gordon as Vice-President of Technical Affairs. Glenda has been Director of Information Management for Ford Aerospace, and holds an MBA from Santa Clara University. In 1994 Glenda was named President of VCS. Gordon Hughes held senior technical positions at Ford Aerospace and at Hewlett Packard. Gordon has guided the total migration of VCS processing from an IBM mainframe to a networked set of Unix based servers in our Palo Alto office. He was instrumental in developing the VCS National Political DataBase system and the automated Order Processing System.

VCS began operating our own Bulletin Board, VCSNET, for our customers and representatives in 1986. VCSNET has provided extensive demographic information on our entire voter base and provides fast and economical communication between everyone involved in VCS. The current VCSNET demographic summary resource, the National Political DataBase, provides the most extensive demographic analysis of US political districts ever assembled.

In mid-1995 VCSNET also became an Internet Provider, allowing users to receive the normal VCSNET services via Internet connections or dial-up telephone lines.

The VCS World Wide Web page was opened in early 1996. The main functions of the Bulletin Board were quickly converted to the web and expanded in ease of operation and function. Today the VCS Web Site features immediate access to the National Political DataBase, an extensive on-line order tracking system, order delivery via downloading, data uploading, and automated and easy to use Order Entry. Counts can be generated automatically 24 hours a day, seven days a week, for any voter combination that is desired, generally in less than five minutes. In January, 1999, the American Association of Political Consultants awarded VCS its honored Pollie Award for best Web Site for 1997-1998.

VCS has experienced substantial growth through the years and is currently one of the largest voter file processing firms in the US. In a busy month VCS will process over 2,500 jobs, providing download access to 90% of orders within several hours of the receipt of the order.
